While historically the PaintCare program was limited to the management of architectural coatings only, recent state laws are expanding programs in three states to include additional product categories. Some states have enacted extended producer responsibility (EPR) laws that expand the scope of products managed by PaintCare. California and Vermont are adding aerosol coatings, nonindustrial coatings, and coatings-related products to their programs. Connecticut is adding aerosol coatings only to its program. PaintCare has been developing product definitions and program plan updates under these laws for review and approval by each state’s government oversight agency prior to implementation. Additional Product Categories

PaintCare has now published the product definitions guide for the forthcoming program expansions in Vermont, California, and Connecticut. Manufacturers are able to review the list of additional product types and register their products matching those definitions on PaintCare’s manufacturer portal, www.paintcareporting.org.

Vermont Updates

California Updates

  • Senate Bill 1143 (2024) adding additional products to the PaintCare program in California was signed into law on September 29, 2024.
  • It adds aerosol coatings, nonindustrial coatings, and coatings-related products to the California PaintCare program.
  • In 2023, another California law added aerosol coatings to the list of products that PaintCare will manage. Under SB 1143, the timeline for adding aerosol coatings has been merged with the additional coatings product categories and extended to 2028 to streamline regulatory processes and program implementation.
  • Implementation plans are under development. PaintCare is waiting for CalReycle’s rulemaking process on this topic to incorporate those elements into our plans. We will share updates with manufacturers once known.

Connecticut Updates
