Recent laws in Vermont and California expand the range of products managed by PaintCare in those states. PaintCare is currently developing product type definitions and implementation plans for expanded products in both states.
Manufacturers should prepare to register additional products on PaintCare’s manufacturer portal in the coming months. PaintCare will notify manufacturers once expanded product type definitions are ready and the portal has been updated to allow for additional product registration. PaintCare expects the same additional product types to be covered under both Vermont and California’s program expansions—product registration will be encouraged for both states in advance of plan submission.

Vermont Updates
PaintCare is required to submit a program plan covering the additional product types to the Vermont Agency of Natural Resources (ANR) by July 1, 2026. Manufacturers will be notified when the program plan has been submitted for approval.

Manufacturers are advised that ANR is also developing a separate program for Household Hazardous Waste (HHW) Extended Producer Responsibility (EPR) parallel to PaintCare expansion. Some manufacturers may need to determine which HHW products fall under ANR’s HHW EPR program and which coatings-related products can be registered under the expansion of PaintCare. Products covered by the expanded PaintCare program are exempt from ANR’s HHW EPR program.

California Updates
Implementation plans are under development. PaintCare is waiting for CalReycle’s rulemaking process on this topic to incorporate those elements into our plans. We will share updates about this process once results are known.
