Register Additional Products in Vermont, California, and Connecticut

by | Jun 10, 2026 | Manufacturer Updates

While historically the PaintCare program was limited to the management of architectural coatings only, recent state laws are expanding programs in three states to include additional product categories. A law in Vermont will add a range of additional products to that state’s stewardship program in 2027 and a law in California will add the same products to that state’s program by as soon as 2028. We also recently sent out a notice about a new law in Connecticut that will expand that state’s program to include aerosol coatings by 2028.

PaintCare has been developing product definitions under these laws and is preparing program plan updates that must be reviewed for approval by each state’s government oversight agency prior to implementation.

PaintCare has now published the product definitions guide for the forthcoming program expansions in Vermont, California, and Connecticut. Manufacturers are now able to review the list of additional product types and register their products matching those definitions on PaintCare’s manufacturer portal, www.paintcarereporting.org.

Additional Product Categories

In Vermont and California, manufacturers are required to register any products sold in the state(s) that fall within three additional product categories:

  1. Aerosol coatings
  2. Nonindustrial coatings
  3. Coating-related products

In Connecticut, manufacturers are required to register any aerosol coatings sold in the state.
